Elkin’s Ministry, Tourism Ministry, Jerusalem Municipality and Gihon Corporation contributed approximately NIS 25 million to the project. The work was carried out by the Jerusalem Development Authority.

Elkin stated, “The Kerem Tunnel project will be a central instrument in achieving our goal to change the way transportation is conducted in Jerusalem.” Elkin said that the new tunnel connects with the Jerusalem Ring Path and will link with existing bike routes. It will also be paved in its various neighborhoods. It will also increase cycling and encourage green transport in Jerusalem. The Kerem Tunnel was originally excavated in 1990 in order to transfer the main sewers of Gihon Corporation towards the Sorek purification facility. This plant is located west of Sorek and is still used as an infrastructure tunnel.
